The problem has been occurring on and off over the past couple of months. On no occasion before have my bank been contacted by the credit card merchants involved. My bank learned about the problem only when contacted by me requesting their reason for refusal. On each occasion they did not even know payment had been refused and were very apologetic but told me they could not do much about it as the basic problem is being caused elsewhere outside their jurisdiction.
